The thesis presents research on public transportation and municipal architecture in the author's hometown of Saltillo. Morales worked briefly in Distrito Federal on a few high-profile projects (Unidad Modelo and Edificio Prida) before accepting an invitation to return to Saltillo. There he took charge of the Edificio Coahuila, a large government project that had been stalled for a decade. It became a controversial modernist landmark in the state and Morales was eventually appointed Director of Public Works for the Saltillo Municipality, overseeing all urban planning during a phase of rapid expansion.
